Application for an industrial licence, when required, can be filed along with the foreign investment proposal. In such cases, they are considered in a composite manner by the FIPB and a composite approval is granted accordingly. Where an industrial licence is not required, companies are required to file an Industrial Entrepreneurs' Memoranda with the SIA and another memorandum at the commencement of commercial production. This is done mainly to facilitate the monitoring of industrial trends in the economy.
